S.J. Res. 2, the "Flag Amendment,"
by Sen. David Vitter, R-LA, This resolution
proposes an amendment to the Constitution of the United States
authorizing Congress and the States to prohibit the act of desecration
of the flag of the United States and would set criminal penalties for
such act. (House companion bill is H.J. RES. 8, introduced by Rep.
Jo Ann Emerson, R-MO).
