PAY AND COMPENSATION


Now in the fourth decade of the “All-Volunteer Force” and with service members deployed around the world in combating the Global War on Terrorism, it is imperative that we maintain a fully manned, equitably compensated force.  One tenet of the all-volunteer force is reasonable pay comparability with private sector wage scales.  As of summer 2007, there continues to be a “pay gap” of about 4 percent.  Accordingly, AFSA will continue to ask Congress and the Administration for military pay raises higher than the rate of private sector wage growth. 

 


H.R. 1592 , (No title),  Rep. Gus M. Bilirakis, R-FL,  If enacted, this bill would amend title 37, United States Code, to guarantee a pay increase for members of the uniformed services for fiscal years 2011 through 2014 of one-half of one percentage point higher than the Employment Cost Index.

 


H.R.4324 by Rep. Dina Titus, D-NV,  To amend the Homeowners Assistance Program of the Department of Defense to give the Secretary of Defense flexibility regarding setting the commencement date for homeowner assistance for members of the Armed Forces permanently reassigned during the mortgage crisis.

EXCLUSION FROM GROSS INCOME OF QUALIFIED MILITARY BASE REALIGNMENT AND CLOSURE FRINGE.

 

(a) In General- Subsection (n) of section 132 of the Internal Revenue Code of 1986 is amended--

 

(1) in subparagraph (1) by striking `this subsection) to offset the adverse effects on housing values as a result of a military base realignment or closure' and inserting `the American Recovery and Reinvestment Tax Act of 2009)', and

 

(2) in subparagraph (2) by striking `clause (1) of'.

 

(b) Effective Date- The amendments made by this act shall apply to payments made after February 17, 2009.

 


H.R.2398, "Service Members First-Time Homebuyer Relief Act of 2009," Rep Walter Jones, R-NC,    To amend the Internal Revenue Code of 1986 to waive recapture of the first-time homebuyer credit for a member of the Armed Forces who sells the residence for which the member receives the credit during the 36-month period after the purchase of the residence because the member is transferred to a new duty station, is deployed overseas, or is required to reside in Government quarters during such period.
